For his services in passing upon an application for the transfer of a water right under this chapter and making his certificate or report based thereon said director of the department of water resources shall be entitled to receive from the applicant the sum of ten dollars ($10.00) for each day or portion thereof necessarily required by him to do the work besides his actual and necessary expenses incurred in connection therewith, but shall receive no other compensation.
