It is the purpose of this act to authorize the establishment, maintenance, administration and operation of hospital trusts, established by agreement of any hospitals of this state to insure against general public liability claims, to provide standards for financial soundness of such trusts and to protect the interests of the members covered thereby. The legislature of the state of Idaho declares that the existence and operation of such hospital trusts are matters of legislative concern, vitally affecting the rights and interests of the citizens of this state.
