(1) There is hereby established in the state treasury the American trucking association settlement fund hereafter referred to as the settlement fund, to which shall be credited all moneys as may be provided by law. (2) Moneys in the fund are continuously appropriated and shall be used to satisfy the settlement agreement as approved by the court pursuant to Case No. CV OC 9700724D, American Trucking Association, et al. v. State of Idaho, et al., in the fourth judicial district, in accordance with the terms of such agreement. (3) Interest earned on the investment of idle moneys in the settlement fund shall be paid to the settlement fund.
