The board shall: (1) Establish departmental internal structures deemed necessary for the full and efficient administration of this title. (2) Exercise exclusive control over the employment, promotion, reduction, dismissal and compensation of all employees of the department. (3) Exercise any other powers and duties, including the adoption of rules and regulations, deemed necessary to fully implement and carry out the provisions of this title and the control of the financial affairs of the board and the department.
