The secretary of state shall: (1) Prepare and cause to be printed, in appropriate and convenient form, periodic compilations and digests of the election laws. (2) Distribute in appropriate quantities to the county clerks for use by such county clerks and by election boards, copies of such compilations and digests and the sample form of such supplies and materials necessary to conduct elections as the secretary of state considers appropriate, including poll books, tally sheets, return sheets and abstract of vote sheets. (3) Make such compilations and digests available for distribution, free or at cost, to interested persons.
