Any publication or communication made by any member of the state board of education, or by any person delegated by the said state board to hold or conduct any hearing, or by any certification officer of the state board of education, in the proper discharge of any official duty imposed under section 33-1208 or 33-1209 , Idaho Code, shall be subject to disclosure according to chapter 3, title 9 , Idaho Code.
