All proceedings and records related to medical indigency pursuant to the provisions of section 31-873 , Idaho Code, and chapters 34 and 35, title 31 , Idaho Code, shall be subject to disclosure according to chapter 3, title 9 , Idaho Code, and shall not be subject to the provisions of sections 67-2340 through 67-2347 , Idaho Code.
