The board shall have the following powers and duties: (1) To conduct scientific research for the benefit of the health of the horse; (2) To enter into contracts which it deems appropriate in carrying out the promotion of the horse industry of this state; (3) To sue and be sued as a board, without individual liability of the board members, when the board is acting within the scope of the powers of the board; (4) To make grants, donations, or contributions to any agency which will promote the horse industry of this state on a national, state or local level; (5) To employ subordinate officers and employees of the board, prescribe their duties and fix their compensation; (6) To accept grants, donations, contributions or gifts, from any source for expenditures for any purpose consistent with the provisions of this chapter; (7) To prepare each year a proposed budget of the board for the next succeeding fiscal year, and to provide upon request a copy of the proposed budget to any person who pays an assessment under this chapter; (8) To adopt, rescind, modify or amend all proper functional regulations, orders, and resolutions for the exercise of its powers and duties, which shall be provided to anyone upon request; and (9) To conduct public relations programs for the horse industry.
