The director is hereby vested with power and authority, and it is hereby made his duty, to: (a) Administer the provisions of this act in respect to the issuances, suspensions and revocations of market charters. (b) Prescribe by general order, or otherwise, rules and regulations in conformity with this act, applicable to its efficient and effective administration.
