Any office which becomes vacant before expiration of the member's term shall be filled by appointment in the manner provided for regular appointments. The term of office of the members of the commission shall be three (3) years. Members of the commission may not serve more than two (2) consecutive terms, provided, upon serving two (2) consecutive terms, and the lapse of one (1) full term, such member may again be nominated and appointed to the commission.
