Nothing herein contained shall affect the rights or privileges of employees of the present department of aeronautics under the public employees retirement system ( chapter 13, title 59 , Idaho Code), group insurance plan ( chapter 12, title 59 , Idaho Code), or personnel system ( chapter 53, title 67 , Idaho Code).
