[§ 141D-3] Department's powers in general; agricultural enterprises. In addition to any other powers authorized in this chapter, to support and promote agriculture, the department may: (1) Plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure or improvements on any lands under the jurisdiction of the department; and (2) Permit a lessee to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure or improvements on any lands under the jurisdiction of the department.
