The business of the council shall be conducted in the following manner: (1) The officers of the council, who shall consist of a chairperson, vice chairperson, and secretary-treasurer, shall be elected at the first meeting of each calendar year. (2) Eleven members of the council shall constitute a quorum for the transaction of business. (3) The council shall maintain minutes of its meetings and such other records as it deems necessary.
