The Department shall have the power to: Plan, develop, operate, control, and regulate the DC Streetcar, including establishing fares, charges, tickets, fines, and routes and schedules; Sell space on and within DC Streetcar vehicles or other assets for the display of advertisements and enter into agreements with entities to sell space on vehicles or other assets in return for a fee, or as a gift or donation of services approved by the Mayor; Enter into contracts with third parties for the design, construction, operation, and maintenance of the DC Streetcar; and Concurrent with any other agency’s authority to do so, enforce violations of this subchapter and regulations promulgated thereunder, with respect to fare payment.
