The Mayor shall: Equip all District-owned, heavy-duty vehicles with the following: Blind-spot mirrors; Reflective blind-spot warning stickers; and [Not Funded]. Require that operators of District-owned, heavy-duty vehicles receive bicycle and pedestrian safety training from a curriculum and instructors that are approved by the District Department of Transportation. The Mayor, pursuant to subchapter I of Chapter 5 of Title 2 , shall issue rules to implement the provisions of this section within 180 days of March 25, 2009.
