For the purposes of this section, the amount identified in a revenue estimate shall exclude one-time revenue as certified by the Chief Financial Officer of the District of Columbia (“CFO”). Repealed. The CFO shall, within 30 days of determination of the annual revenue estimate made in the 4th quarter of a fiscal year, certify the variance from the annual revenue estimate in the approved financial plan and budget for that fiscal year and submit the certification to the Council and the Mayor. If the variance results in a rate reduction in accordance with subsections (b), (c), or (d) of this section, the Mayor shall publish in the District of Columbia Register the new rate that shall apply. A rate reduction in accordance with subsections (b), (c), or (d) of this section shall apply as of January 1 of the next fiscal year.
