The District of Columbia Auditor shall prepare and submit to the Mayor and Council, annually, a report of this chapter’s economic impact on the private sector. Among other things, the District of Columbia Auditor shall audit a sample of District businesses to determine: The compliance level of businesses; and Whether companies are utilizing staffing patterns to circumvent the intention of this chapter.
