(a) Injunction; action for damages. — The Secretary or any person affected by an act in violation of this chapter, may file a complaint
in the Court of Chancery for the county in which the alleged unlawful practice has been or is to be partially or completely performed, and
the Court may enjoin any wholesaler from the commission of any such act, and may award damages and costs.
(b) Suspension or revocation of license. — The wholesale cigarette vender's license required by § 5307 of Title 30, of any wholesaler
found to be in violation of this chapter, shall be suspended or revoked by the Secretary.
(c) Penalties. — Whoever is found to be in violation of this chapter by the Superior Court shall be fined not more than $1,000 for the
first offense and not more than $5,000 for each subsequent offense.
