Delaware Code § 6-2109

Judgment or decree as prima facie evidence

In any action or proceeding brought by the Attorney General, a final judgment or decree determining that a person has violated this
chapter, other than a consent judgment or decree entered before any testimony has been taken, is prima facie evidence against that person
in any other action as to all matters with respect to which the judgment or decree would be an estoppel between the parties thereto.
