Delaware Code § 5-902

Certificate required to transact business or open place of business

No bank or trust company not actively engaged in business in this State prior to January 1, 1933, shall transact any business in this State
or open a place of business in this State without having first secured from the State Bank Commissioner a certificate authorizing it to begin
the transaction of business and to open a place of business in this State.
