Delaware Code § 4-915

Licensees pleading guilty; voluntary fines; limitation

The Commissioner is authorized to create a "voluntary fine assessment plan," with fines not to exceed $5,000, available to any licensee
who pleads guilty to any violation of the Commissioner rules. Where a licensee chooses to pay a voluntary fine under the plan, such
licensee shall have waived the licensee's right to and shall forego a formal hearing before the Commissioner, and shall be deemed to have
waived any right to appeal relating to the offense(s). The plan shall be administered by the Executive Secretary or by such other persons as
shall be designated by the Commissioner. The plan shall be published as a Commissioner rule.
