Individuals under age 21; prohibitions

(a) Nothing in this chapter is intended to permit the transfer of marijuana, with or without remuneration, to an individual under the age of
21 or to allow an individual under the age of 21 to purchase, possess, use, transport, or consume marijuana.
(b) It is unlawful for an individual under the age of 21 years to knowingly enter or remain in an establishment licensed under this
chapter. A violation of this subsection is a civil offense punishable by a civil penalty of $50.
