(a) No sale of alcoholic liquor shall be made to a person in a state or a division of a state where such sale is prohibited by law. (b) No shipment of alcoholic liquor shall be made into a state or into a division of a state where such shipment is prohibited by law. TRANSITION PROVISIONS
