All applications for public financial assistance to be used in the construction of new dwelling units shall include the extent of the
proposed construction's use of the standards of universal design found in this chapter. This chapter does not apply to redevelopment or
rehabilitation of existing structures, to multi-family housing as defined by the U.S. Department of Housing and Urban Development, or
to public financial assistance in the form of grants, loans, or tax credits provided to individual homeowners using the dwelling unit as a
residence. During the process of appropriating the public financial assistance, the extent of the proposed construction's use may constitute
a basis of best value, and the invitation to bid must so indicate. This section is in addition to any requirements of any other statute or
regulation governing the bidding and construction of dwelling units as defined.
