Delaware Code § 31-1102

Prohibition against expenditure of moneys or contracting indebtedness above appropriations

No state welfare agency shall expend any state moneys except such moneys as have been appropriated by the General Assembly, nor
shall such agencies contract any indebtedness beyond the moneys so appropriated pledging the credit of the State.
