Complaints; investigations; enforcement

(a) The Commission shall establish by regulation a process whereby any person may file a complaint with the Commission against any
person for a violation of any of the provisions of this chapter or any regulations promulgated pursuant thereto.

(b) The Commission shall establish by regulation the procedure for investigating any complaints brought before the Commission and
the manner in which those complaints shall be resolved.
(c) The Commission shall, when requested, keep confidential the names of complainants, and shall not investigate or respond to
anonymous complaints.
