Delaware Code § 3-1216

Certification — Required

In order to prevent unreasonable adverse effects on the environment, including injury to users of pesticides and others, no individual shall
use any restricted use pesticide unless such individual has either been duly certified by the Department or is under the direct supervision
of a certified applicator. An applicant for certification must be at least 18 years of age.
