Establishment of Department of State

A Department of State is established having, in addition to the other powers, duties and functions vested in the Department by this
chapter, the power to perform and the responsibility for the performance of all the powers, duties and functions heretofore vested in the
Secretary of State pursuant to Chapter 23 of this title.
