(a) "Department" means the Department of Health and Social Services. (b) "Emergency housing shelter" refers to a temporary housing intervention for a period of 90 days or less operated by a qualified organization that provides short-term housing and supportive services that address the needs of persons experiencing homelessness. The shelter must be a facility which meets all local building codes.
