Assumption of functions of prior agencies

The Department, through appropriate divisions, subdivisions and offices, shall have the power to perform and shall be responsible for
the performance of all the powers, duties and functions vested by law in the State Board of Health, the Board of Trustees of the Delaware
Hospital for the Chronically Ill, the Hospital Advisory Council, the Department of Mental Health, the Board of Trustees of the Department
of Mental Health, the Department of Public Welfare, the Board of Welfare, the Commission for the Blind [repealed], and the Commission
for the Aging immediately prior to June 12, 1970, and which are not otherwise specifically transferred to the Department by this chapter.
