Use of proceeds of bonds and notes

The funds appropriated by an authorization act may be used only for the costs of the projects set forth in such act in an amount for
each such project not exceeding the amount authorized by such act for such project. Costs of projects may include costs of surveys, maps,
plans, designs, inspections, incidental land and equipment acquisition, incidental construction and reconstruction, landscaping, costs of
issuing bonds and notes, capitalized interest during construction and reconstruction, fees for construction managers or persons performing
similar functions and other costs incidental to the project. Such funds shall not be used for ordinary or normal maintenance expenses or
repair, except for costs authorized by law for maintenance of and minor capital improvements to school buildings.
