Expenditures to firms that discriminate on basis of sex prohibited

No order or requisition shall be made, nor any engagement entered into, nor shall any expense be incurred by any agency which will
result in an expenditure of money to any person or firm that directly or indirectly refuses, withholds from or denies to any person on the
basis of sex full and equal accommodations, facilities, advantages or privileges. No obligation incurred by any officer or employee in
violation of this section shall impose any liability upon the State.
