Delaware Code § 27-103

Change of name

If at any time three fourths of the trustees of the corporation created under this chapter or under Chapter 39 of the Code of 1852 shall
think it wise to change the name of the corporation, they may do this by certifying the same, under the hands and seals of three fourths of
the trustees, to the recorder, as provided for in the case of the filing of the original certificate mentioned in § 101 of this title.
