Every provider of electronic or wire communication services that provides a caller identification service shall provide blocking on a
per line basis without charge at the request of an originator that is a victim of domestic violence protected by a court order, a victim's
service program or a battered women's shelter or other organization providing safe haven for victims of domestic violence.
