Delaware Code § 26-511

Stay pending appeal

The filing of an appeal from any order of the Commission shall in no case supersede or stay the order of the Commission, unless the
Superior Court so directs, and the appellant may be required by the Court to give bond in such form and of such amount as the Court,
allowing the stay, requires.
