Liability of masters, pilots and engineers

Whoever, being a master, pilot, engineer or other person acting in such capacity on board of any boat or vessel, knowingly engages in
towing any scow, boat, vessel or other craft loaded with any such matter or substance described in § 1701 of this title to any point or place
of deposit beyond the territorial limits of this State shall be guilty of a violation of §§ 1701 and 1702 of this title, and shall be fined not less
than $250 nor more than $2,500 or imprisoned for not less than 30 days nor more than 1 year, or both.
