The powers granted under this chapter do not limit the powers of municipalities to enter into intergovernmental cooperation or contracts
or to establish separate legal entities under municipal charters or any other applicable law or otherwise to carry out their powers under
applicable statutory provisions, nor shall such powers limit the powers reserved to municipalities by state law. By enacting this chapter, the
General Assembly contemplates that activities by municipalities or municipal agencies pursuant to this chapter should not be subject to the
antitrust laws of the United States.
