The Department shall not grant an application for the registration of a motor vehicle when: (1) The applicant is not entitled thereto under this title; (2) The applicant has neglected or refused to furnish the Department with the information required in the appropriate official form or to give reasonable additional information required by the Department; (3) Fees required therefor by law have not been paid; (4) The vehicle is in an unsafe and unfit condition to be operated upon the highways of this State and when it is not equipped in the manner provided by law.
