Activation of emergency or disaster response

The response and recovery aspects of the state emergency or disaster plans shall be initiated by an emergency order or memorialized in
the DEMA log of such proclamation of a state of emergency by the Governor, or at the discretion of the DEMA Director in consultation
with the Secretary of the Department of Safety and Homeland Security.
