Requests for driving records; limitation

No insurer issuing a policy of insurance as described in this chapter shall, before such policy is issued, require that the proposed insured
provide such insurer with his or her driving record for any period other than the 3 years immediately preceding the proposed effective date
of such policy; provided, however, that if no violations or accidents are reflected on such record for 2 years immediately preceding the
proposed effective date of such policy during which period the insured held a valid operator's license, then an insurer may not consider
more than such 2-year period for the purpose of issuing a policy of insurance.
