(a) No person shall wilfully withhold information from or knowingly give false or misleading information to: (1) The Commissioner; (2) Any statistical agency designated by the Commissioner; (3) Any rating organization or insurer which affects rates or premiums chargeable under this chapter. (b) Violation of this section shall be subject to the penalties provided in § 106 of this title or in lieu thereof, in the Commissioner's discretion, an administrative fine of not over $2,000.
