After the expiration of the term of each Delaware Commissioner and each succeeding Commissioner thereafter, the Governor shall, by
and with the advice and consent of the Senate, appoint a successor, who shall hold office for a term of 5 years or until the Commissioner's
successor has been appointed and qualified. In making such appointments, the Governor shall endeavor to appoint as Commissioners a

representative number of women and minorities.
