(a) The Department of Health and Social Services shall make such rules and regulations as may in its judgment be necessary to carry out the provisions of this chapter, including rules and regulations designating STDs to be reported, providing for the control and treatment of persons isolated or quarantined, and such other rules and regulations, not in conflict with the provisions of this chapter, concerning the control of STDs, and concerning the care, treatment and quarantine of persons infected therewith, as it may from time to time deem advisable. (b) All rules and regulations made pursuant to this chapter shall have the force and effect of law. (c) The Department of Health and Social Services shall create the written materials required under § 703A of this title. (Code 1915, § 740A; 30 Del. Laws, c. 53, §§ 1-6; 33 Del.
