As used in this chapter: (1) "Department" means the Department of Natural Resources and Environmental Control. (2) "Public lands" includes federal, state, county, municipal, or other government-owned lands. (3) "Secretary" means the Secretary of the Department of Natural Resources and Environmental Control.
