Prospective teachers' scholarships

(a) The General Assembly shall at each biennial session appropriate $20,000, of which $10,000 shall be paid annually to the University
for the purpose of establishing scholarships at the University, which shall be awarded to students who desire, upon completion of their
studies, to enter the teaching profession and who agree in writing with the scholarships committee provided in subsection (c) of this
section to make themselves available as teachers in the public schools of Delaware for a period of at least 1 year after graduation.
(b) The minimum number of such scholarships to be awarded in each year shall be 20.
(c) The committee to award such scholarships shall be 5 in number and shall be composed of 2 members to be selected from the faculty
of the University (other than from the School of Education of the University), 1 member to be selected from the Alumni Association of the
University and 2 members to be selected from the faculty of the School of Education of the University. The committee shall be appointed
by the Board of Trustees of the University. Such appointment shall originally be as follows: Two members shall be appointed for the term
of 1 year, 1 member for the term of 2 years, another for the term of 3 years and another for the term of 4 years. Thereafter, as the terms of
office of members expire, by death, resignation, removal from the State or otherwise, appointments shall be made for terms of 4 years each.
