Delaware Code § 13-963

Immunity from liability

Any person or agency, including the State or any governmental subdivision of this State, who participated in good faith in any
requirement of this subchapter, shall have immunity from any liability, civil or criminal, that results from such person's or agency's
actions. In any proceeding, civil or criminal, the good faith of any person participating in the requirement of this subchapter shall be
presumed.
