Declaration of purpose

The General Assembly hereby declares that it serves a purpose, and is of benefit to the State, to indemnify those persons who are
victims of crimes committed within the State or Delaware victims of terrorist acts, and it is therefore the declared purpose of this chapter
to promote the public welfare by establishing a means of meeting the additional hardships imposed upon the innocent victims of certain
crimes, and the families and dependents of those victims.
