Relief from forfeitures

The Court of Chancery shall not relieve from any forfeiture incurred, by the nonperformance of any condition contained in or annexed
to any gift, grant or contract to which the State is or may be a party. Such forfeiture, when insisted on and declared by the General
Assembly and the cause thereof ascertained or admitted to exist, shall be absolutely final and unrelievable.
