(a) The Department of Consumer Protection shall not issue a license authorizing any person, firm, corporation or association to conduct horse racing or jai alai events. (b) Notwithstanding the provisions of subsection (a) of this section, the department may renew any license issued prior to May 23, 1979, authorizing the conduct of horse racing or jai alai events or issue such a license to a currently operating facility. (c) No licensee shall move any horse race track or jai alai fronton to any municipality other than the municipality in which such facility was located on July 5, 1991.
