(a) Not later than January 1, 2020, the Department of Education shall develop and implement a plan to incentivize and support school district participation in a state-wide information technology platform that allows real-time sharing of educational records among schools and school districts state wide. (b) Not later than February 1, 2019, the Commissioner of Education shall provide information on progress made towards the development and implementation of the plan required under subsection (a) of this section to the joint standing committee of the General Assembly having cognizance of matters relating to education, in accordance with the provisions of section 11-4a , and to the Juvenile Justice Policy and Oversight Committee established pursuant to section 46b-121n .
